Toronto, ON - QA Consultant, Part-Time Contract

Length of Contract: 2 years part time from around April 2007 to March
2009
Estimated Number of Work Day/Work Hours Per Week: A normal week
consists of 1 day, 8 hours. However, you may be required to work up to
4 days on certain weeks.
Estimated Number of Work Hours Per Year: Present estimate is around
450 hours per year (fiscal year end is March 31st).
Work Location: Our client will allow you to work at your own premises
as much as feasible. However, certain tasks will have to be conducted
at the client's work site in downtown Toronto.

Background

In order to deliver related services in Ontario for individuals who
have certain disabilities, our client has made a strategic decision to
create a service related database that provides enhanced scheduling,
as well as, offering necessary reporting and consumer access features
to process assignment requests in a timely and efficient fashion.

The database will support the full inclusion of Ontarians with certain
disabilities in all areas of society and the transformation of related
services by providing more accessible and equitable services that is
more accountable and sustainable.

A Privacy Impact Assessment and Threat Risk Assessment were conducted
in August, 2006 to address privacy and risk issues. Both assessments
made a number of recommendations that are to be implemented in the
course of the project.

A Request for Proposal has been published between January 2007 to late
February 2007. By early March 2007, an IT Vendor will be selected to
develop and implement the database. The project will be completed by
March 30, 2009.

The plan for the project requires that an QA Consultant to assist with
the implementation through monitoring the IT Vendor deliverables,
supporting user focus groups and assisting in the testing of the new
system on a part time basis (average of 1 day per week) over the April
2007 to March 2009 period. The QA Consultant will conduct QA reviews
to ensure the accuracy and completeness of the IT Vendor
deliverables.

The responsibility will involve working with a small organization that
is new at implementing improved systems such as the aforementioned
database and which will require mentoring on what their role and
participation should be.

Mandatory:

* 10 or more years in System and User Acceptance testing;
* 15 or more years with proven ability to facilitate user focus
groups;
* Ability to set priorities and make recommendations to assist in the
achievement
of project deliverables within budget and on schedule;
* Experience working with and monitoring the activities of IT
Vendors;
* Ability to work effectively with our client's management and IT
Vendor staff to perform
necessary escalations, communicate with the PM/PMO and suggest
mitigation
strategies; and
* Excellent analytical, problem solving and troubleshooting skills;
verbal and written
communication skills; interpersonal skills.

Desirables:

* Experience working with privacy impact assessment and threat risk
assessment.

Responsibilities:

The following list are the main responsibilities but other tasks may
be assigned as required:

* Ensure that product solutions or services provided meet or exceed
client needs;
* Monitor IT Vendor deliverables to ensure adherence to the contract
(e.g. budget and schedule);
* Support user focus groups and monitoring IT Vendor compliance with
approved changes;
* Participate in the testing of the database in conjunction with the
IT Vendor to ensure all priority defects are resolved;
* Implement continuous improved practices to project work to minimize
privacy and threat risks and the risks of not achieving project
deliverables within budget and on schedule;
* Ensure potential risks that may impact on project deliverables are
identified, suggesting mitigation options and ensuring appropriate
mitigation measures are implemented as soon as possible;
* Support complementary performance, privacy and threat risk
management objectives;
* Perform necessary escalation and communication to the PM and PMO in
a timely fashion; and
* Suggest mitigation strategies to address any identified issues.
